Non-profits in Vermont can raise funds through Break Open Tickets (BOTs) by partnering with certified agents or operating within their own clubs.

Organization Steps
Assign Venue
Partner with a bar/restaurant to act as your Certified Agent or use your own club.
Key Detail:
The Non-Profit remains the legal owner of all tickets.
DLL Registration
Create a DLL portal account. Select 'Non-profit disclosure' and check 'Sell break open tickets'.
Documentation
Submit the S-3 Sales Tax Form and the Certified Agent Authorization Letter.

Quarterly Reports
Act 73 requires all non-profits selling BOTs to report sales to the Department of Liquor and Lottery quarterly via their online portal.
Definition of "Clubs"
- Existing for 2+ consecutive years.
- Must own/lease a building for members.
- Must contain kitchen/dining facilities.
