Getting Started With Break Open Tickets in Vermont
Break open tickets are an excellent way for Vermont non-profit organizations to raise funds. If your non-profit organization is interested in selling break open tickets, please take the following steps:
- Find a bar or restaurant willing to operate as a certified agent on behalf of your non-profit.
- Go to the Vermont Department of Liquor and Lottery website: Home Page | Department of Liquor and Lottery (vermont.gov) .
- Select ‘Create your online portal account’. Create a portal login and a business profile.
- a) Apply for the break open ticket permit: Inside the portal, click on ‘non-profit disclosure’
- b) Check the ‘Sell break open tickets’ box. NOTE: Do not check the ‘distributor’ box. The non-profit disclosure is free.
- c) Wait for approval from the DLC. Once you are approved you may go back into the portal and print your break open ticket permit.
- If your organization is sales tax exempt, please fill a Vermont department of taxes S-3 form, which may be found here. (S-3 forms that are not completed will not be valid)
- If you would like break open tickets delivered straight to your certified agent, and/or if you’d like your certified agent to pay for your break open tickets on your behalf, you may fill out the Non-Profit Certified Agent Authorization Letter found here.
- After receiving your license to sell break open tickets, reach out to us via phone at 802-288-8002 or email [email protected] to establish your account with us. When contacting us please provide the following information
- The non-profit organizations name, mailing address, and contact information (Name, phone number, email address)
- Name of the certified agent, mailing address, and contact information (Name, phone number, email address)
- 501 (C)(3) form
- Non-Profit Certified Agent Authorization Letter
- Break open ticket license
- Completed S-3 form (only if your organization is Vermont sales tax exempt)

A nonprofit organization can purchase break open tickets or other games of chance for the purpose of raising funds to be used in charitable, religious, educational, and civic undertakings or used by fraternal organizations to provide direct support to charitable, religious, educational, or civic undertakings with which they are affiliated.
Act 73 of the 2017 Legislative Session amended Title 31 § 1203 requiring all non-profits that sell break open tickets, (WITH THE EXCEPTION OF CLUBS*) to report those sales to the Department of Liquor and Lottery on a quarterly basis.
*Clubs are defined by 7 V.S.A. §2(7), as unincorporated associations or a corporation that have been in existence for at least two consecutive years and owns, hires, or leases a building or space in a building that is suitable and adequate for the reasonable and comfortable use and accommodation of its members and their guests and contains suitable and adequate kitchen and dining room space and equipment implements and facilities.

The form will require you to register an account by asking you to select from a pre-populated list of known non-profits that sell break-open tickets in the state. If your non-profit is not listed, you will need to provide relevant information to register one with the system. Once registered, you can then submit data via the manual entry form, or submit a bulk upload.
